Sometimes they’re included in production sets you’ve received from opposing counsel; since your firm doesn’t own the technologies that were used to create the files, reviewing them is next to impossible.

Similarly, you may have encountered files that actually belong to your organization, but it’s too expensive to purchase additional licenses for the required applications.  Worse, sometimes the required applications no longer exist, or won't run on a modern computer.
